The emigration to the South Seas and

elsewhere to which the Governor refers is no

doubt that of labourers taken on agreement to

Samoa and by the British Phosphate Commission to

Ocean Island. The former were originally in-

dentured. There are references in the Dominions

Office papers to the abolition of indenture, but

it would seem that Chinese in Samoa under the

"Chinese
